Administer

Administer is a Finnish payroll management provider that handles fully outsourced payroll for small and medium-sized businesses. Clients hand over payroll processing so that pay runs are completed on time and reports to the authorities are filed as part of the service, without reliance on a single person or manual systems.

The service covers payroll processing and disbursement, calculation of accrued vacation pay, distribution of pay stubs to employees, withholding of union dues and garnishments, and monthly payroll reporting to the tax authorities and other regulatory filings. Additional payroll services include vacation tracking and interpretation of collective bargaining agreements.

Each client designates a payroll contact person and is assigned a dedicated payroll specialist along with a backup, so the same team members handle the account. Payroll specialists are also available for specific questions as they arise.

Day-to-day payroll management runs in the eFina application, where managers can review paid and pending salaries, check employment contracts and maintain the employee roster, and employees can access their pay stubs and pay receipts. Administer provides training and support for using eFina.
