BULR (Brodsky Uskov Looper Reed & Partners) is a private legal and business consulting firm that offers full-cycle accounting and finance services to companies operating in Moldova. Its accounting practice covers bookkeeping, payroll, tax reporting, VAT returns, CNAS and CNAM contributions and income tax filings, delivered on an outsourced basis by a team familiar with Moldovan tax legislation.

Engagements begin with a review of the client's existing records, outstanding filings, chart of accounts and payroll arrangements, followed by a written service agreement setting out scope, reporting frequency, document handover and response times. Each month a dedicated accountant processes primary documents, calculates payroll, reconciles accounts, prepares the reporting pack and submits mandatory filings. At year end the firm prepares statutory financial statements, coordinates with auditors where required and handles correspondence with the State Tax Service.
