France's paid family leave tax, formally known as the contribution sociale généralisée (CSG) and contribution au remboursement de la dette sociale (CRDS), applies to certain family leave benefits paid by the state. As of 2024, these contributions are levied at a combined rate of 8 percent on family leave allowances, including parental leave benefits and adoption assistance payments.
The tax covers state-funded family leave compensation provided to employees who take time away from work to care for newborns, newly adopted children, or for other family-related purposes recognized under French social security law. These contributions fund France's broader social security system and debt repayment obligations.
The legal framework governing paid family leave taxation is established under the French Social Security Code (Code de la Sécurité Sociale), specifically Articles L. 136-1 and L. 241-3, which define the scope and rates of CSG and CRDS contributions. The Direction de la Sécurité Sociale (DSS) and the Agence Centrale des Organismes de Sécurité Sociale (ACOSS) administer these requirements.
Recent changes to family leave taxation have been implemented through successive finance laws, with adjustments to contribution rates and eligible benefit categories occurring periodically. Employers and payroll teams must ensure that family leave allowances are properly reported to social security authorities and that the correct contribution rates are applied when processing employee leave payments. Accurate documentation of leave periods and benefit amounts is essential for compliance with French social security regulations and to avoid penalties for underreporting or miscalculation of contributions.
