Workers compensation

Workers' compensation in Bulgaria is a mandatory social insurance system that protects employees against work-related injuries, occupational diseases, and temporary or permanent disability resulting from employment. The system covers all workers employed under labor contracts and provides cash benefits, medical care, and rehabilitation services when employees suffer accidents at work or develop occupational illnesses.

The workers' compensation scheme is governed by the Social Insurance Code of Bulgaria and administered by the National Social Security Institute (NSSI). Employers are required to register their employees with the social insurance system and contribute to the workers' compensation fund through mandatory payroll deductions. The contribution rate varies depending on the industry risk classification, ranging from 0.4% to 1.5% of gross wages, with employers bearing the full cost of these contributions.

Bulgaria's workers' compensation system underwent significant reforms through amendments to the Social Insurance Code that took effect on January 1, 2019, modernizing benefit calculations and expanding coverage for certain occupational diseases. The system distinguishes between temporary work incapacity, permanent partial disability, and permanent total disability, with benefit levels determined by the degree of incapacity and the employee's average earnings.

Employers must maintain detailed records of all workplace accidents and occupational disease cases, reporting serious incidents to the NSSI within three days. Payroll teams must ensure accurate contribution calculations and timely remittance of workers' compensation premiums. Employers should also implement workplace safety measures to minimize claims and maintain compliance with occupational health and safety regulations, as failure to do so can result in increased contribution rates and administrative penalties.
