Salveo

Salveo is an international HR services firm that offers Employer of Record and wage portage solutions, including for companies wanting to employ staff in Algeria. Its service allows clients to build a local presence and test the market without creating and running an Algerian legal entity.

Algeria is the fourth largest economy in Africa by GDP, but hiring locally involves numerous procedures and administrative delays, and setting up a local structure is subject to conditions tightened by the 2020 Finance Act, notably the 51/49 rule limiting foreign investors to 49% of the capital of a company incorporated under Algerian law. Salveo presents wage portage as an alternative route into the market, taking over the administrative and compliance side of employment law and its amendments so clients can concentrate on their commercial objectives.

The firm also supports the recruitment of foreign workers in Algeria, where employers may only hire foreign staff qualified at least to technician level and where no suitable national workforce is available. That process runs through four stages: an agreement in principle, a temporary work permit, a work permit and a work visa. Salveo manages these formalities so that foreign employees are hired in line with local legislation, and advises on related compliance obligations such as Law 18-07 of 10 June 2018 on the protection of personal data.
