Recent amendments under Law No. 148 of 2019, effective from January 2020, expanded coverage requirements and clarified employer obligations regarding contribution rates and benefit minimums. The law established that employers must contribute to health insurance schemes that meet statutory minimum standards for coverage breadth and benefit levels.

Employers must register with the Social Insurance Organization and enroll all eligible employees within specified timeframes following hire. Organizations must maintain current insurance documentation and ensure continuous coverage without lapses. Payroll teams must accurately calculate and remit employer contributions alongside employee deductions, typically processed monthly. Employers should verify that selected insurance providers meet SIO-approved standards and maintain records demonstrating compliance with coverage requirements. Non-compliance can result in administrative penalties and potential legal liability for uncovered medical expenses incurred by employees.
