Challenge
The agriculture sector in South Africa is recognised as one of the most hazardous industries, with common risks including:
- Exposure to hazardous chemical agents
- Injuries from machinery and tools
- Musculoskeletal disorders due to manual labour
- Heat stress and dehydration
- Poor access to first aid
- Lack of health and safety training
The client faced increased injuries, growing pressure from the Department of Employment & Labour and low staff morale. An internal audit revealed the following:
- Lack of a formal health and safety management system
- No documented risk assessments
- Limited employee training & awareness
- Inadequate PPE and inconsistent usage
- Non-reporting of health and safety incidents
Solution
1. OHS Audit & Gap Analysis
A comprehensive baseline audit was conducted covering:
- Legal compliance
- Machinery and equipment safety
- Chemical handling and storage
- Emergency preparedness
2. Risk Assessments & Safe Operating Procedures (SOPs)
- Task-specific risk assessments for planting, harvesting, pesticide application and packing
- SOPs were developed and displayed in key work areas
3. OHS Training & Awareness
- Conducted on-site induction and awareness training
- Covered PPE use, chemical safety, first aid and incident reporting
- Introduced a daily 'toolbox talks' before shifts
- Identified legal appointees and provided the necessary competency training for these individuals
4. Provision and Monitoring of PPE
- Implemented a PPE policy and provided necessary training on the policy
- Developed a PPE register and monitoring plan
5. Safety Committee and Appointments
- Nominated and trained health and safety representatives
- Established a safety committee that meets on a quarterly basis and discusses key health and safety issues and statistics
6. Emergency Preparedness
- Developed a farm-wide evacuation plan
- First aiders trained and first aid kits available
- Fire extinguishers serviced and strategically placed
Results
After six months, the company experienced a significant improvement in overall health and safety compliance, that reduced the likelihood of injuries and improved staff morale and productivity. Further to this, it improved the company's relationship with the local Department of Employment & Labour inspector, therefore, reducing the possibility of fines and penalties linked with non-compliance to the Act & Regulations. The client employs approximately 120 seasonal and permanent workers in the Western Cape.
